Can South Africa feasible create a manufacturing renaissance?

Government are saying all the right things about getting the country back-on-track with its manufacturing aspirations, but how practically feasible is this rhetoric really?

Considering that manufacturing has all but entirely collapsed in South Africa, how should Deputy Minister Andrew Whitfield be looking at the sector so that it opens up the economy and creates the inclusive prosperity that we need?
